SharePoint Online Workflow 'Starting'

I have an issue with workflows at the moment. They are supposed to start automatically and manually but they don't work at all. Going back a month ago maybe a little while longer everything worked fantastic. Now the same work flows that worked well get stuck in "Starting" status and this is across the whole SharePoint site collection, affecting every list on every site and sub site, workflows do not work anymore. The only recent changes I'm aware of between the time they worked and the time they stopped have been: 1 - Company Credit card details had changed and were not updated on SharePoint 365. They were eventually updated. SharePoint designer workflows also do not work and do the same thing. SharePoint designer workflows add a column in the list for the workflow that shows the Status as "Starting" and that never changes until I manually 'end the workflow'. No history is logged because the workflow did not start. Nintex workflows creates a column within the list also, however does not display any status in the list view. I have to enter workflow settings and can see all Nintex workflows get 'Suspended'. I am a system admin, all workflows created and published by myself. All worked until very recently. Any manual changes are all made by myself, there are no other developers. I have Exchange license and SP2 License. Workflows in question range from sending emails to tenant office 365 mailboxes, to smaller tasks like assigning a job number to a list item or returning a persons name once other details have been selected. Once again everything has worked before perfectly. I've seen a fair bit online but nothing helping me with the SharePoint 365 side of things. Previously I did not have any 'out of the box' workflows set up. URLs are the same, I have also removed all work flows, re-published, re-created from new and published, re opened the site lists in SP designer, reinstalled the Nintex app etc. I also created a new site collection and workflows created in SharePoint designer went into "Starting" status again but did not complete. We set up a number of "simple" workflows such as "send email" workflows and they did not complete either. The details so far are as follows: We were able to go through some troubleshooting yesterday and established that the workflows went straight into “Starting” status and stuck (did not run). I also attempted today to create a new item in a list while signed in as a different user “TestUser1” which was created during Fridays troubleshooting. The same thing occurred. My user account Andy Heron and TestUser1 account have both created new items in the list and the workflow has failed on all lists we have tried for both users. The issue affects both Nintex workflows and SharePoint Designer workflows. The issue effects both 2010 workflows and 2013 workflows. The issue occurs on every workflow we have assigned to a list. The issue occurs with the workflows I built in the past that used to work perfectly – they also occur with the new “simple” workflows we have created during troubleshooting. Everything else seems to work fine, forms work fine, creating new items, editing, deleting, creating new lists, sending and receiving emails (without workflow) creating new subsites and even creating new site collections – they all work as they should. The only thing that does not work is the Workflows and they all used to work perfectly well before our credit card details expired. After/During the credit card details expired we received the message on SharePoint that “This organisation is flagged for removal” These credit card details were then updated and the problems with the workflow began around the time the old credit card details expired. Before that they all worked perfectly. The team dealing with the service request don't think this is the cause of the issue however, yet they said they'd keep in in mind.
